Back story: 17 years ago the kai's in an attempt to control hell tried to create 7 warriors that would become the protectorates of hell. To do this they tried to find a great warrior named Piccolo, who they knew to be from the demon clan of Namek. Once they found him they would take some of his DNA and combine it with that of a demon this would allow the protectorates to not be effected by the demonic auras in hell. The kai's quickly found Piccolo and asked him for his assistance in their quest. He accepted. And thus Pathe was born along with his 7 brothers.
starting items: 200 zenie, 2 senzu beans, 1 one time use space pod.

I'm being a real dick again and butting in where I shouldn't, but this is relevant:
From what i've been told, Dragonball GT didn't happen in this RPG, so Piccolo never went to hell.

However, you could still have your guy be a 'demon namekian' on the planet namek. In Dragonball King Piccolo gave birth to many mutant namekian offspring, which he named his 'demon clan'.

A while ago I proposed adding the 'demon clan' to namek as a new group of evil namekians, after seeing how cool they were in Dragonball Online's art. (nothing came of it cause admin said there aren't enough people on namek to bother)

With your guy being made like this though, it gives an excellent excuse for finally adding them in. He could then be one of the demon-namekians from one of the demon-clan villages.

The idea of demon tinged Namekian is pretty cool (loved Piccolo Senior !) However Virion is correct that Piccolo never went to hell. However perhaps we can work something out, it's rare that we have people interested in starting off in the afterlife so unless the others are against it Id be willing to work something out.
