Due to the large amount of non-native races spawning on Earth rather than their home planets, admins have decided to halt this for now. Other than humans, you must spawn on a different planet, preferably your home planet if available. Half-Saiyans must spawn on Vegeta.
(Plot-wise, it makes little sense for non-Humans to start on Earth now, due to Guerin's tyrannical anti-alien government.)
On top of this, it has been decided that for new characters you cannot use your One-Use SpacePod for TWO WEEKS, to prevent you from fleeing straight to Earth.
