While Dr. Gero's creations were originally meant for nothing more than to further the madman's dream of world domination and/or the death of Goku, in the decades after his passing his inventions have been put to good use by the Earth government. Androids can now work for the good of the planet, defending the planet alongside the students of the various schools set up by the former Z-Fighters. This was perhaps the greatest selling point Dr. Kuri used when pitching his idea of an artificial defender to the board members of Capsule Corporation, who had been very skeptical about his idea of using the same methods used to create the villain Cell to create a new guardian of the planet. Kuri's work was based directly off that of Gero's; and had admitted that his creation would be similar to Cell in some respects. But he assured the members at the meeting that there was absolutely no chance of his new bio-android going rouge, as it would undergo extensive programming while in the birthing chamber to ensure that such a thing did not happen. The reason that Kuri had come to CC for help was because they still possessed technology far ahead of that available to the rest of the world, including the schematics for Android 17 and the ability to travel freely through space. With these to help with the blueprints he had found on Gero's supercomputer for Cell, he was sure that he would be able to create a being that would possess the abilities that Cell had had, but put to good use. The board members were eventually won over, but only after being assured that he would put a means in place in case his creation ever turned evil. While Kuri did not believe such a thing was necessary, he had agreed as a way of putting the board at rest. He immediately sent probes out into space to find cells of the beings that would be necessary to complete the bio-droid. When the samples were gathered, he moved his lab to the location of Dr. Gero's old one, since the equipment needed was already there. He tended to his creation every day, and even gave it a name fitting for a progeny of Cell. Gene.
By the time the small organism that would eventually become the planet's protector was the size of a small fruit, Kuri was an old man at death's door. To make matters worse his funding was going to get cut, and all assets seized by CC. Unable to bear the thought of years of hard work being flushed down the drain, the good doctor staged a cave in in order to make it seem as though everything was destroyed. When investigations of the inital sub-basement revealed nothing but rubble, CC abandoned their search. In truth Kuri had moved his lab below that level, and continued to work on Gene, even creating a series of recordings and holograms in order to guide him when Kuri had passed on. Of course, since they were no longer receiving resources from Capsule Corp, Kuri was forced to improvise, and this led to him falling back on Gero's designs. Gene had been meant to emerge in the completed state that cell had referred to as Perfect; the setbacks forced Kuri to add in the systems and programming that required Gene to hunt down two Androids and absorb them before he could attain completion. In order to avoid conflict with other aspects of Gene's personality, he added the justification that it was all for the good of the Earth, and that any means were acceptable so long as you were helping people.
This and Kuri's increased reliance on Gero's work had the effect of making Gene's moral compass a bit off. He would do whatever was necessary so long as he believed it was for the greater good, even if that meant lives would be lost. It didn't help that since the later stages of his being were being transplanted almost directly from Cell, his personality would become more like the villain's in the later transformations. This was exactly what CC had been afraid of.
When Kuri died there was no activity in the lab beyond the slow growth of Gene into his base, Imperfect form. When the time arrived, almost 10 years after his initial conception, Gene could hardly believe it. He had waited so long for release, and now that it was upon him he had no idea what to do first. That's when one of Kri's holograms came online and addressed him, filling the bio-droid in on everything he needed to know. First he needed to grow in strength enough that he would not need to fear retaliation from the androids he was designed to absorb, or need worry about being killed by any hostile lifeforms. Second, he needed to reach his Perfect form. And thirdly, he would need to do whatever he needed to do to protect the earth. Amazed at the destiny that awaited him, Gene blasted his way out of the tiny cave and flew up to freedom. Dr. Kuri had left a spacepod in the lab, just in case the planet came under attack before Gene was strong enough to defend it, and this was the only fact that prevented him from destroying the lab entirely. It wouldn't do to cut off his only means of escape if eventually a cosmic destroyer came to the earth. Gene flew up higher, and higher into the sky until he could see practically the whole planet beneath him. It filled him with a sense of wonder and amazement that this beautiful blue jewel was his to protect, his responsibility, his. He remained floating in the sky and admiring the scenery until the drive to get stronger gripped him, and he dropped back down to the surface, wondering where to go from here.

Semi-Perfect Form: After reaching 120,000 power level, a Bio-Android is eligible to absorb an android, thus reaching his semi-perfect form. The appearance is usually more refined than their initial form, and many Bio-Androids are known to become more bold or arrogant after reaching this state. This is a permanent transformation, replacing their former power level.
Mastered Semi-Perfect Form: After spending some time in their first transformed state, a Bio-Android becomes completely accustomed to the changes their body has undergone and fully masters the massive ki that has come under their disposal. No longer as they uncomfortable in their Semi-Perfect state, and they gain an increase in power at 150,000 power level.

Perfect Form: Available any time after reaching 275,000 power level, the Bio-Android must absorb one more android before reaching this form. After the Bio-Android reaches this form, their appearance is usually changed to a much more refined form, looking very humanoid in comparison to the 'original' form.

Super Perfect Form: After reaching 400,000 power level, the Bio-Android has access to a temporary transformation, granting them a boost in their total power for a short time. Physically, their muscles bulge out slightly more than usual, but other than that, there is little physical change.
